Rollalong is building 18 high-quality Meanwhile Use homes at Waterloo and Queen Street in Havering. We are working with Wates Residential and the London Borough of Havering as part of the borough’s larger estate regeneration plans.

Part of a wider regeneration

The Waterloo and Queen Street site is part of Havering’s 12 Sites Regeneration Programme, a long-term partnership between Havering Council and Wates Residential. This programme will transform several estates and bring thousands of new homes to the borough. While the main Waterloo Estate redevelopment is still in planning and design, the Meanwhile homes offer a temporary solution to help with urgent housing needs and support families now living in temporary accommodation.

Project update

The first block of modular homes has now arrived at the Waterloo and Queen Street site, marking an important step for the 18-home Meanwhile scheme. We built these modules at our Dorset factory, then transported them to Romford and installed them with care to reduce disruption for local residents and nearby streets. As the first block is assembled on site, work on the next block is already underway in our factory, helping the project stay on schedule with the wider regeneration plans.

Our role

Rollalong handles the offsite design, building, and delivery of the modular homes, working closely with Wates Residential and Havering Council’s housing and regeneration teams. By finishing most of the structure and interiors in the factory, we can offer safer, more reliable schedules and consistent quality for all 18 homes. Once in place, these homes will give Havering families safe and comfortable places to live, instead of staying in temporary or emergency housing.

How the Meanwhile homes support the estate

The Meanwhile homes at Waterloo and Queen Street put land to good use while it is waiting for future regeneration phases, helping to meet urgent needs instead of leaving it empty. These homes also help reduce housing pressures during the moving and building process, supporting Havering’s promise that residents affected by regeneration will have access to quality homes and the chance to return to new properties on the estate later on.
